thoughts of a highway started getting tossed around in the 70's.  some folks were opposed letting it run through downtown, and and realtor otis coles, suggested that the city make a double-decker highway over paisano.  raymond telles, the cities first mexican-american mayor said that would be a good option.  in the end however, they choose the existing route, following missouris street.  they also finished transmountain road, connecting the north-east and north-west.  the texas highway department had to blast the deepest cut in state history to get it done.  way to go franklin mountains.  your tough.  also, i think my sister has worked w otis.
